Sam Tsai is an adjunct professor at the University of Northwestern – St. Paul, where he teaches courses in cybersecurity and information systems, including Cybersecurity Current Practices and Trends and Database Management. He brings more than 20 years of industry experience, including eight years at Optum, where he served as a Senior Software Engineer and technical lead. His work has supported large-scale healthcare platforms, cloud architecture initiatives, and operational observability solutions using technologies such as Microsoft Azure, Splunk, and DevOps pipelines.
In addition to his academic and technical work, Sam is the founder and Executive Director of the Taiwan Online Library (TOLIB; https://tolib.org), a nonprofit organization dedicated to promoting Taiwanese culture, literacy, and community engagement through educational programs, film screenings, and cultural events across Minnesota. His work bridges technology, education, and community leadership, with a strong emphasis on mentorship, cross-cultural connection, and real-world impact.
